Perm’s Parking System Restored After DDoS Attack Disrupts Payments
The Russian city of Perm has fully restored its parking payment system following a large-scale distributed denial-of-service (DDoS) attack that took the service offline last week. The incident, which began on March 10, rendered the city’s official app and website unusable, forcing authorities to suspend parking fees until March 13. Drivers were not penalized for unpaid parking during the outage, though paid zones in Perm are typically free on weekends.
Local officials confirmed the system is now operational, with all payment methods functioning normally. The attack marks at least the third disruption to parking services in Russian cities in recent years. In January 2023, Krasnodar experienced a similar outage after a DDoS attack targeted a telecommunications operator, while Tver’s parking system was crippled in October 2024 by a destructive cyberattack on the city administration’s network. The latter was claimed by the Ukrainian Cyber Alliance, a pro-Ukraine hacktivist group that has targeted Russian government and corporate systems since the invasion of Ukraine.
The Perm attack’s origins remain unclear, with no group claiming responsibility. The incident adds to a growing list of cyber disruptions in Russia, including a January attack on a major bread producer in Vladimir that disrupted food deliveries and another on a security systems provider that caused widespread service outages. Earlier this year, Russian airlines and airports also faced disruptions to booking and check-in systems.
