Connecticut DCF Faces Overpayment, Data Breach, and Employee Misconduct in July 2026 Audit
State auditors flagged multiple issues within the Connecticut Department of Children and Families (DCF) in their July 2026 "monthly loss report," including a $1 million overpayment, a data breach exposing sensitive information, and an employee’s questionable conduct.
The overpayment stemmed from a Department of Administrative Services (DAS) team member assigned to DCF, who accidentally issued duplicate payments to 141 providers. DCF reported recovering over $900,000 and is implementing new safeguards to prevent future errors.
Additionally, DCF confirmed a previously reported email breach compromised personal data for approximately 6,000 individuals, including Social Security numbers for 106 people.
Auditors also highlighted an employee misconduct case involving a social worker who allegedly worked a second job while on workers’ compensation and treated a DCF client in private practice. While DCF recommended disciplinary action, no further details on the outcome were disclosed.
The findings come amid ongoing scrutiny of DCF’s operations, with critics likely to cite these incidents as evidence of the need for stronger oversight. DCF voluntarily reported the issues to auditors.
