Apex, NC, Recovers Stolen Data in Landmark Cybersecurity Case
In July 2024, the town of Apex, North Carolina, suffered a cyberattack that potentially compromised the personal data of approximately 22,000 residents. The town announced on October 21, 2024, that it had successfully secured the stolen information with assistance from the FBI, preventing its exposure on the dark web.
The attacker had stored the town’s data in the cloud storage service Bublup, Inc., which refused to release it without a court order. In response, Apex petitioned the Wake County Superior Court, securing a Temporary Restraining Order (TRO) on October 10, 2024. The order, later extended, compelled Bublup to return the data, marking the first time a U.S. local government legally forced a cloud provider to surrender stolen information.
Apex Town Manager Randy Vosburg emphasized the significance of the case, stating that swift legal action sets a precedent for other municipalities facing similar threats. Since recovering the data, the town has partnered with cybersecurity experts and a third-party analytics team to assess the breach’s scope and notify affected individuals.
The incident highlights the growing challenges local governments face in protecting public data and the legal avenues available to reclaim compromised information. Apex continues to strengthen its cybersecurity measures in response to evolving threats.
